El Masnou City Council is the single shareholder of SUMEM. The company is governed by two bodies.

On the one hand, the General Board, which corresponds to the Municipal Plenary. Therefore, and taking into account that the company is 100% municipal-owned, the General Board is the highest decision-making body.

And, on the other hand, the second body that governs the company, but in the executive field is the Board of Directors, appointed by the Municipal Plenary. The Board of Directors is in charge of the administration, management and permanent representation of the company. It consists of nine professionally qualified members to carry out these functions.

The position of director is not remunerated, except for what corresponds to compensation for expenses derived from its exercise approved by the General Board, in accordance with the provisions of the law. In that sense, the General Board of SUMEM approved in the session held on June 10, 2021, to establish in favor of the members of the Board of Directors of SUMEM, the amount of €120 corresponding to the effective attendances made during the corresponding period
