On April 22, 2021, in an ordinary plenary session, the El Masnou City Council constitutes, as a single shareholder, a limited company called Serveis Urbans Del Masnou Empresa Municipal SL, to develop public services related to urban mobility, maintenance of public areas, community welfare services and environmental services, as well as the management and maintenance of municipal facilities. 

SUMEM SL is currently responsible for managing the underground public car parks and regulated on‑street parking. Since 1 November 2025, the company has also taken over the management of the municipal potable water supply service in El Masnou. This measure, approved by the Municipal Plenary in February 2024, represents an important step towards public management of an essential resource. With this change, the private concession that had previously managed the service comes to an end, and direct control over water management is regained. The aim is to improve governance, ensure greater transparency, and strengthen the commitment to sustainability and to providing high‑quality service to the public.

The registered office of SUMEM is located at the Masnou Town Hall (Pg. de Prat de la Riba, 1), while the work center is the municipal offices of Maintenance, Municipal Services and Landscape (Av. del Maresme, 5) and the underground public car park in Plaça Nova de les Dones del Tèxtil.
